Saving a document in HTML format causes the Meta info to be placed at the top of the document as regular text. The Base URL can also be set in the Title | Advance dialog.

This is "Meta info" entered using Format | Title | Advanced. It seems to be inserted verbatum at the top of the HTML document.

WP 7.0 Web Editor Test

The table of contents (TOC) above was generated automatically. I first displayed the TOC Power Bar by selecting Tools | Generate | Table of Contents. I then put the cursor where I wanted the TOC and clicked on the Define... button. Next, I clicked on the generate button. All the headings in the document were then automatically included in the TOC.

Entering text using the WordPerfect Web Edit Mode produces cleaner HTML code than does entering text in the ordinary WordPerfect Edit Mode. Live spell checking and most other WordPerfect features function in the Web Edit Mode.
